2025 Municipality of Neebing Burning Permit

Burning permits are required for all open air burning in Neebing from April 1st to October 31st and are issued for the burning of clean non-noxious material including paper, wood, limbs, leaves, needles, branches, grass, stumps and clean combustible wood products.  Please note that all permits become suspended if a fire ban or restricted fire zone is declared in the Municipality of Neebing. Under the Municipal Act, Bylaws 562-2002 and 829-2009, and the Forest Fire Prevention Act, and subject to the limitations thereof and to the terms and conditions herein, this permit is issued to:

TYPES OF BURNING PERMITS:

SEASONAL Burning Permit is issued for 3' x 3' fires used for cooking, warmth, recreation (campfires) and incinerators. A Seasonal Burning Permit is valid from the date of submission through to October 31st, 2025. 

DAILY Burning Permit is issued for 6' x 6' fires used for burning large brush piles.  A Daily Burning Permit is valid for 3 full days from the date of issue.

It is your responsibility to know and follow the rules. By applying for this burn permit, you agree to the terms and conditions as set out in this document.  ALL permits become SUSPENDED if a FIRE BAN or RESTRICTED FIRE ZONE is declared in the Municipality of Neebing.  The following is a summary of Municipal by-law and Provincial regulation requirements:

  • DAYTIME BURNING OF FIRES IS NOT PERMITTED. The fire may be started two hours before sunset, or later, and is to be extinguished two hours after sunrise the following day or earlier. 
  • The Permittee shall keep the permit at the site of the burning operation conducted under the permit and shall produce and show the permit to any officer whenever requested by that officer.  Burn Permits may be revoked at the discretion of the Chief Fire Official or a Fire Officer.
  • The amount to be burned at any one time shall not exceed 1 pile unless otherwise approved by the Chief Fire Official and shall locate the fire 5 metres (15 ft) away from any woodlands or flammable material.
    1. SEASONAL:  cooking/recreational/warmth fires shall not exceed 1 metre (3ft ) in diameter and less than 1 metre (3ft) in height.
    2. DAILY: brush and debris shall be a single pile less than 2 metres in diameter and less than 2 metres high (6ft x 6ft);
  • The Permitee shall have at the location of the fire at least one responsible person and firefighting equipment in serviceable condition including 20 litres (5 gallons) of water in a container or a garden hose connected to a water source and capable of reaching the fire site and one shovel.
  • The Permittee must ensure that the smoke from the burning operation does not interfere with the movement of vehicular traffic or any other person and will not burn when winds are greater than 15 kilometers per hour.
  • All burning of field crops, slash piles, or windrows from April 1 to October 31 requires the prior approval of the Chief Fire Official.
  • Escaped, unattended or fires not meeting permit requirements are subject to a fine not to exceed $2,000 and payment of suppression costs to the Municipality of Neebing.
  • No person shall operate an outdoor incinerator unless:
    • the incinerator is an enclosed device constructed entirely of non-combustible material;
    • the incinerator is at least five (5) metres from any forest or woodlands;
    • the incinerator is at least two (2) metres from any flammable materials;
    • the outlet of the incinerator is covered with a screen having mesh size of not more than five (5) millimetres.

ENVIRONMENT PROTECTION ACT:  This permit does not cover any requirements under the Environment Protection Act. Nothing in the permit eliminates the need to comply with any applicable municipal, provincial or federal legislation.
